We are looking for someone who can live and breathe our values; To work in

A key part of the role will be to promote learning across the Voluntary Community and
Social Enterprise (VCSE) sector also known as the third sector and to support the
creation and ongoing development of VCSE groups, organisations and networks. This is
a new role created to drive and support a range of training and capacity building
services, some with a digital focus, to enrich the work of the local voluntary and
community sector and to make it even more efficient and effective.

Purpose of the Job:

• Develop and deliver evidence-based support to VCSE organisations that builds their
service/activity; organisation; and ability to adapt and operate e.g. governance,
volunteering, funding and bidding/tendering
• Work closely with members of the local community to ensure they are catalysts for
community development and at the heart of our movement for social change
• Support the development of new groups and organisations
• Develop and manage a portfolio of third sector development and community
development projects (including training and other initiatives) in response to needs
• Undertake outreach and community development work and support local
community-based volunteers and volunteering organisations
• Support sector-wide networks
• Develop evidence-based, strategic approaches to sector learning, development
and volunteering
• Develop, manage and coordinate volunteer programmes, including planning,
recruitment, selection, scheduling, training, managing, thanking and reporting.
• Work with colleagues to implement systems for measuring, monitoring and
evaluating the effectiveness of programmes and projects

Training
• Develop and manage training workplan for Partnerships & Capacity Building team
needs, including milestones and key deliverables, informed by Communities 1st
workplan and priorities.
• Facilitate training in collaboration with delivery partners, ensuring training quality,
and oversee post-training follow-up support.
• Assess the impact of training interventions, compile training reports, and share
findings with appropriate team members and stakeholders
• Work with colleagues on the monitoring and evaluation systems to ensure the
impact of training initiatives and monitor technical quality of trainings
• Work in collaboration with colleagues to produce appropriate supportive written
and online information, e.g. webinars, newsletter articles, fact sheets, social media
posts and web resources for VCS organisations and partners.

Community Development
• Undertake work on an outreach basis to make contact with ‘start-up’ groups
including individuals who have identified a ‘need’ to be addressed.
• Provide advice and information on governance, fundraising and capacity-building
to target VCSE groups
• Enable groups to benefit from an exchange of ideas/experiences etc. through
workshops and forums
• Organising and delivering events such as talks, workshops and roundtable
discussions with stakeholders
• Building a network of well informed and engaged community groups and providing
ongoing support and advice to those groups

Supporting the voluntary sector to grow
• To gather and ensure collective views of the VCSE have influence on planning and
policy decisions across St Albans, Hertsmere and wider afield.
• Prepare and present training programmes as and when required.
• Manage “account” relationships with local groups/organisations and volunteers
• Recruit new members and retain existing members
• Where appropriate manage support staff and volunteers
• Identify and promote opportunities to develop new third sector organisations.
• Identify and promote opportunities for third sector organisations to engage in coproduction.
• Give governance advice to groups: i.e. how set up legally as a constituted group,
charity etc, to comply with charity law, answer insurance and basic financial queries

Funding and Advice
• Promote the uptake of grants and other funding opportunities through providing
effective support to member organisations
• Provide practical help and support to partners, projects and member organisations
in applying for funds
• Promote new and existing funding opportunities through newsletters, training and
network events.

Monitoring and Evaluation
• Monitor local area knowledge and data to stimulate new connections within the
community and inform the development of community-led networks
• Maintain up to date activity records for groups on CRM system, including hrs of
advice used pa. Use CRM system to analyse and plan training and workshops
• Produce high quality reports including statistical information on service delivery to
agreed deadline and assist in the development of case studies.

External Communications
• In conjunction with colleagues provide outreach at events and services
• Develop communications plans to include tailored messaging for all categories of
projects across all media
• Contribute to regular social media posts to promote Communities 1st membership
services.
• Secure full or benefit-in-kind sponsorship where necessary and appropriate for
events. Maintain and develop relationships with sponsors.
• Managing and updating the website, members area and members directory

Other Duties
• Work as part of Communities 1st team in a professional manner in accordance with
policies, procedures and equal opportunities practices
• Work with people from a range of seldom heard groups and contribute towards a
positive equalities ethos.
